In the most places  we have found that just putting the iron outside in the rain works just fine!

Or you can place the iron in a bucket of 1 part BLEACH to 3 parts WATER. Leave for 24-48 hours. Remove the iron, allow to dry,  clean loose rust with stiff brush. If this is not rusted enough, then repeat the process.

A customer suggested:  If you spray the iron piece with vinegar, preferable 7%, and let the piece set for about 10 minutes and then rinse in bleach water, the iron will turn to a perfect rust. Then I usually spray them with a clear coat to stop the rust from coming off on your hands.  5% vinegar will work also but it just takes a few more minutes.

Thanks for the input!  Got an idea....  let us hear from you!
